The method includes the steps of: (1) water introduction: introducing water into a raw water tank from a quaternary water-containing sand layer by a stainless steel water pump; and (2) diversion: dividing the raw water in the raw water tank into two parts, subjecting one part to filling water treatment, and subjecting the other part to packaging container cleaning water treatment. In the invention, filling finished product water and packaging container cleaning water both adopt source water as the water source, and treatment processes are employed to conduct separate treatment directed at different uses. In a filling process, no mineral substance that is non-original in water is added, thus ensuring the natural property of mineral water.
