Abstract

The invention discloses a two-way video coding and decoding system and method based on video mobile equipment. The system and method can achieve low-complexity coding and decoding. An H.264 intra-frame coding mode is adopted in frames I and a block sorting compressive sampling coding mode is adopted in frames P through a low-complexity video coder of a mobile terminal, and compressed code streams are generated and serve as input code streams of a transcoder; the transcoder based on a cloud server reconstructs and decodes the frames P through multi-assumption optical prediction, multi-assumption motion estimation vectors and residual errors are generated, and through 4X4 block integer conversion and quantification in the H.264 standard, residual error frame conversion code steams are generated and sent to the video decoder end in the mobile terminal; a low-complexity video decoder of the mobile terminal conducts H.264 intra-frame decoding on the frames I, generates prediction frames for the frames P through multi-assumption motion estimation vectors, and further generates reconstructed frames P through the residual error code streams. By the adoption of the system and method, complex multi-assumption optical prediction is transferred to the transcoder end, the complexity of the coder and the complexity of the decoder are lowered at the same time, and the requirements for two-way video monitoring application on the mobile equipment are met.
