The invention discloses a ground point extracting method for complex terrain airborne laser radar data, which comprises the following steps: an initial ground point set is acquired, and a moving grid method is used for extracting ground points in the airborne laser radar data; an irregular triangular net model is built for the initial ground points, wherein the irregular triangular net model is a ground surface model formed by extracted ground points; the nearest distance between each candidate ground point and the extracted ground points is calculated, and an encryption priority of each candidate ground point is acquired; according to the encryption priority, each candidate ground point is judged one by one, and encryption priorities of candidate ground points in a foot point field are updated; and the extracted ground points serve as the ground points obtained finally.
