Provided is a measure for fully utilizing the photosynthesis carbon absorption and oxygen conversion principle of plants for opening a new oxygen-rich era of good life. The measure is a technical strategic measure provided aiming at economic development and ecodevelopment unbalance in the Beijing-Tianjin-Hebei region and North China. Large-scale city greening, town greening, village greening, mountain greening and water greening engineering is utilized. Especially, ecological engineering for planting greening four-season evergreens and evergreen plants in a large scale is utilized, and photosynthesis of greens is utilized for absorbing carbon dioxide and releasing oxygen so as to balance the situation that too much fire coal, fuel and gas are combusted in the Beijing-Tianjin-Hebei region and North China, more carbon dioxide is discharged, and consequently serious haze weather is caused. The balance between economic development and ecodevelopment is kept.
