The system comprises the following steps: estimating the basic energy of the VSMES inhibiting distribution network transient fault, determining superconducting coil inductance in the VSMES according to the estimated basic energy, superconducting coil critical current in the VSMES and direct-current voltage born by a superconducting coil in the VSMES, obtaining the minimum stored energy required for voltage drop caused in the VSMES inhibiting distribution network transient fault, determining initial current in the VSMES, obtaining an operating point when the voltage is supported by the VSMES and a power circle indicating the power adjusting range of the VSMES, and determining capacitor voltage supported in the VSMES. In the whole process, the VSMES parameters in the inhibiting distribution network transient fault can be quickly and accurately configured by using an engineering parameter design method and a parameter design thought based on the power circle, so that normal and safe operation of an electric power grid is guaranteed.
