The intelligent monitoring, preventing and controlling method comprises the following steps: automatically collecting a water sample retained in farmland soil, a water sample retained in an ecological ditch and water samples in an entrance and an exit of artificial wetland, and acquiring related water quality indicators of all the water samples; then automatically detecting part of water quality indicators in the ecological ditch and part of water quality indicators at the exit of the artificial wetland, determining a corresponding preventing and controlling technology according to the acquired related water quality indicators in all the water samples, the automatically-detected part of water quality indicator in the ecological ditch and the automatically-detected part of water quality indicator at the exit of the artificial wetland, and evaluating the effect of a preventing and controlling technology of the ecological region.
