The device comprises an upper filtering empty container, a lower sand collecting tunnel and bottom stretchable brackets. A wind power generation structure is utilized to supply energy to the whole device, sand filtering screens are utilized to directly filter sand, the capacitance formed by the adjacent sand filtering screens is utilized to absorb heavy metal, and meanwhile, the lengths and angles of the brackets can be adjusted according to the real topography at the seabed in the dredging area in South China Sea. The device utilizes the filtering empty container and the lower sand collecting tunnel to centrally filter the silt and heavy metal mixed suspended solids, the aquatic plants at the seabed can be prevented from being covered by the mixed suspended solids and the influences of the silt and heavy metal mixed suspended solids on the living environment of benthos can be reduced so that the influence of the dredging engineering on the marine ecological environment can be reduced.
