According to the method, based on the technical regulation of national power gridwind power plant access to power grid, requirements on the two time dimensional aspects of the maximum power change rate of wind power in 1min and the maximum power in 10min are included; electrolysisof water is performed by a water electrolysis apparatus on the wind power output which needs to be consumed for satisfying requirement; the wind power which is abandoned if not use is converted for industrial use or is injected into a natural gas pipeline; and the investment cost and operation cost of electrolysis of water, and the sales income of hydrogen and oxygen obtained after electrolysis water conversion are taken into comprehensive consideration, and the optimal capacity configuration of the water electrolysis apparatus is researched, so that the economic benefit of the water electrolysis apparatus can be in the maximum and wind power utilization rate is improved.
