In the formation process, all the used formation liquids are a boric acid solution, and the formation liquids of first to fourth stages are at a certain temperature, and the concentrations of the liquids are increased gradually; all the formation processes are performed in a direct current electric field; and curing is performed in an ammonium dihydrogen phosphate solution or a mixed solution of ammonium dihydrogen phosphate and phosphoric acid.
