The heating device comprises a heater and a control circuit, wherein the heater comprises plural heating units and a heat conduction pipe; the heating units comprise annular electric heating units; the heating units comprise heating rings, and the electric heating elements sleeve the peripheries of the heatingrings; and the plural heating rings firmly sleeve the outside of the heat conduction pipe and are distributed in a separated mode in an axial direction of the heat conduction pipe. According to the segmental heating device provided by the invention, tobacco shreds can be uniformly heated by virtue of the heating rings, and the circumstance that the tobacco shreds are subjected to spontaneous combustion due to local high temperature can be prevented. The heat conduction pipe is arranged between the heating rings and the tobacco shreds; and the tobacco shreds, which are stopped from being heatedin a previous stage, can acquire partial heat energy conducted from the heat conduction pipe when heating is conducted in a next stage, so that the circumstance the smoke, which is generated from thermal cracking in a heating stage, is excessively absorbed by low-temperature heated tobacco shreds since the part of the tobacco shreds are at a too low temperature can be prevented.
