The system comprises a preheating unit, an evaporation unit and a concentratedsolution recovery unit connected with one another, wherein a butadiene styrene latex wastewater stock solution is connected with an input end of the preheating unit by virtue of a stock solution delivery pipe; an output end of the preheating unit is connected with an input end of the evaporation unit by virtue of a preheated solution delivery pipe; an output end of the evaporation unit is connected with the input end of the concentrated solution recovery unit by virtue of a concentrated solution delivery pipe; condensate water discharged by the evaporation unit is discharged by a condensate water delivery pipe; a preheating unit and a condensate water pretreatment unit are connected in series onto the condensate water delivery pipe. The treatment process comprises the steps: performing evaporation and concentration treatment on the solution by an evaporation technology, evaporating and condensing water, and collecting the condensate water into a condensate water tank.
