The low temperature heat-pump water heater comprises an evaporator, a first compressor, a first stop valve, a second stop valve, a middle heat exchanger, a first expansion valve, a second compressor, a first condenser, a second condenser, a second expansion valve,a water pump, a third stop valve, a fourth stop valve, a fifth stop valve, a sixth stop valve, a seventh stop valve, an eighth stop valve, a ninth stop valve, a tenth stop valve, a flow regulating valve, a water tank, a first water mixing valve, a second water mixing valve, a third water mixing valve and an eleventh stop valve. Two types of coupling heat pump circulation are adopted to independently heat a plurality of different temperature stratification areas in the water tank through switching of multiple modes; and the manner that different temperature stratification areas are independently heated under different coupling modes through switching of different stop valves is adopted.
