The method comprises following steps of acquiring original data from ERA-Interim and CMIP5 series of tests and carrying out data preprocessing; selecting a proper sea level pressure field; using data of 1981-2000 years in the ERA-Interim to correct a prediction mode; using data of corresponding periods in the CMIP5 to estimate an optimal prediction mode; using the prediction mode to pre-estimate effective heights of future sea waves. According to the invention, by using the data of CMIP5 and the long-term stable ERA-Interim re-analysis data of the European Centre for Medium-Range Weather Forecasts, extracting data of effective heights of the sea waves therefrom; and using the method of a multiple regression model, pre-estimating effective heights of the multi-time sea waves.
