According to the method, the dual-layer planning model is mainly built, the most destructiveattack corresponding to a special transmission line is found out, and the dual-layer planning model is converted to a single-layer hybrid integer linear planning model by employing a Karush-Kuhn-Tucker conditioner and a Fortuny-Amat-McCarl method and is solved.
