The device comprises a reactiontower body, a filler absorption structure, an aeration structure, a biological bacterium suspending liquid bin, a circulating pump, a spray structure and a rotational flow sub-separator; the filler absorption structure is arranged in the reaction tower body and is internally provided with a biological absorption material; the aeration structure is arranged below the filler adsorption structure and connected with an air inlet pipeline; the biological bacterium suspending liquid bin is arranged at the bottom end of the reaction tower body; a liquid inlet of the circulating pump is arranged in the biological bacterium suspending liquid bin, an output end of the circulating pump is respectively communicated with the spray structure through a spray pipeline so as to pump biological bacterium suspending liquid to the spray structure and spray downwards from a position which is above the filler adsorption structure; the rotational flow sub-separator is arranged at a lower part of the reaction tower body and positioned below the aeration structure and at an upper part of the biological bacterium suspending liquid bin, thereby enabling falling mixed liquid to be subjected to solid-liquid separation.
