The production process is to prepare the thick steel plate having a thickness of 20-80 mm with high strength and toughness and low yield ratio by controlled rolling and controlled cooling and off-line heat treatment processes on the basis of the components. The controlled rolling and controlled cooling process adopts two-stage rolling, and a pile is cooled to room temperature after the rolling.
