The composite functional metal heat-preserving layer comprises a heat-preserving outer box, and a neutron shielding layer, a gamma shielding layer and cold-side and hot-side metal reflective foils which are filled in the interior of the heat-preserving box, wherein the neutron shielding layer and the gamma shielding layer are prepared from an inorganic shielding material with metallic properties; the order of filling on the thickness section of the heat-preserving layer is successively as follows: a hot-surface shell plate of the heat-preserving outer box, a hot-side metal reflective foil, the neutron shielding layer, the gamma shielding layer, the cold-side metal reflective foil and a cold-surface shell plate of the heat-preserving outer box; the cold-side and hot-side metal reflective foils are of positive and reverse double ball socket corrugated shapes in vertical and horizontal regular interval arrangement, or positive and reverse triangular corrugated shapes or chocolate-like corrugated shapes in periodical changes; meanwhile, two adjacent metal reflectivefoils are stacked in a back-to-back staggered manner with the apex of a positive ball socket facing the apex of a reverse ball socket.
