The first visible light communication module comprises a first modulator-demodulator, a first LED light source and a first optical signal receiver. The second quantum key allocation module comprises a second quantum key analyzer and a second encryption and decryption system. The second visible light communication module comprises a second modulator-demodulator, a second optical signal receiver and a second LED light source. Two communication parties carry out encryption and decryption processing on visible light transmission information through utilization of a quantum encryption and decryption system. Further, quantum identity authentication and quantum message authentication can be carried out on the visible light communication, so the visible light communication has theoretically absolute security.
