The quartz sand is 30-120-mesh quartz sand, and per 100 parts by weight of the quartz sand is used in combination with the following components in parts by weight: 2-8 parts of the epoxy resin, 0.5-2.5 parts of theepoxy curing agent, 0.2-2 parts of the color powder, 0.2-2.5 parts of glycerol triglycidyl ether and 0.1-1.5 parts of glycerol. A mixture of glycerol triglycidyl ether and glycerol is selected as thediluent of the epoxy resin and the epoxy curing agent, so that the toughness, weatherability and mechanical strength of the surface layer are greatly improved, and thus the obtained water permeable brick surface layer is not likely to fade and fall sands, and the surface layer is good in weatherability, freeze-thaw resistance and continuous water permeability.
