The system comprises a detection gas source, a gas pressure reduction device, a low-temperature liquid nitrogen tank and a photoelectric measurement instrument; the detection gas source is connected with a filter, the stop valve, a pressure reduction valve and a pneumatic valve which are sequentially arranged; the pneumatic valve is connected with an inlet of the low-temperature stop valve; the low-temperature stop valve is arranged in the low-temperature liquid nitrogen tank; an outlet of the low-temperature stop valve is connected with a measurement pipe; the measurement pipe is inserted in water; and the photoelectric measurement instrument measures gas bubbles at a pipe orifice of the measurement pipe. The system adopts a detection mode of replacing helium with nitrogen, and replaces a helium detector with the photoelectric measurement instrument, so that when cost is reduced, reliabilityis improved.
