The dual-low-parameter saturated steamwaste heat utilization system comprises two steam-water separators, a stream supplementing type steam turbine, a power generator, a steam condenser and a condensation water pump, wherein the two steam-water separators are connected to the stream supplementing type steam turbine; the stream supplementing type steam turbine is connected to the power generator; the steam condenser is connected to the stream supplementing type steam turbine; and steam which does work in the stream supplementing type steam turbine enters the steam condenser, is cooled by circulating water, and is conveyed to a boiler boundary region. The system disclosed by the invention can utilize energy of two kinds of byproduct low-parameter statured steam in the chemical enterprise for providing plant power, so that relatively good economic benefits of the enterprise are guaranteed while an energy utilization rate is increased. Under a rated working condition, a power generation steam consumption rate is not higher than 5.9 kg / kW.h.
