The material has high strength and low shrinkage cracking rate, so that the overall bearing capacity of the foam asphalt pavement recycled material as a base layer or a lower surface layer is improved, and the service life of the pavement is prolonged. The material comprises the following components in parts by mass: 85-100 parts of an asphalt pavement recycled material, 5-10 parts of gravels, 3-5 parts of fine aggregates, 2-3 parts of foamed asphalt, 4-5 parts of water, 1-2 parts of slag sulphoaluminate and / or ferro-aluminate cement and 0.1-0.5 part of fibers.
