The device includes a plurality of fan-shaped nozzle bodies which are located above a coal and rock cutting tool, fixed on a cantilever assembly and arranged in groups, the fan-shaped nozzle bodies are provided with outer shells, and the fan-shaped nozzle bodies and the outer shells form circulation channels varying from large to small; the upper end surfaces, at steps, of the fan-shaped nozzle bodies and the outer shells form installation cavities; the installation cavities are internally providedwith swirl nozzles; each installation cavity is divided into a first cavity and a second cavity by the corresponding swirl nozzle; the second cavities communicate with the circulation channels; the upper ends of the fan-shaped nozzle bodies are provided with a fixed disc; the fixed disc is provided with water flow holes; the water flow holes penetrate through the outer shells to communicate withthe first cavities; the fixed disc is provided with air inlets; and the air inlets penetrate through the outer shells to communicate with the second cavities.
