The method comprises the following steps: determining a heat load demand according to a heat supply network model and a heat supply network model constraint condition introduced with a heat sensation coefficient; determining an electrical loaddemand according to a power demand response model and the demand response constraint condition of introducing a power satisfaction factor; establishing a comprehensive energy carbon emission quota model of each set of equipment in a power grid system under a carbon transaction mechanism and a power system constraint condition under a carbon transaction mechanism; based on the thermal load demand,the electrical load demand, the carbon emission quota model and the power system constraint condition under the carbon trading mechanism, establishing an objective function under a carbon trading reward and punishment step by taking the minimum operating cost as an objective; and solving the target function by adopting an electric heating rolling scheduling method and utilizing an optimization algorithm to obtain the optimal output of each unit.
