The driving plan making model module is combined with the basic parameters and the constraint conditions to establish a multi-objective optimization model, and an initial driving plan table is generated; the weight analysis module obtains a weight result matrix through analysis, and forms an optimal combination result on the basis of the weight result matrix; and then the driving plan making model module associates the configured specific vehicle and driver to the vehicle number and driver in the initial driving plan table according to the combined weight result, and finally forms a driving plan table enabling the on-off journey of the driver to be the shortest.
