The invention discloses a message coding method based on RS-LDPC (Reed-Solomon Low-Density Parity-Check) concatenated codes, which takes a B-CNAV1 message of a Beidou satellite navigation system as an application object, adopts an RS code as an outer code and adopts a message concatenated coding mode of a binary LDPC code as an inner code, and comprises the following steps of: 1) replacing original 64-system LDPC codes of a subframe 2 and a subframe 3 of the B-CNAV1 message of the Beidou satellite navigation system with the binary LDPC code; the algorithm complexity is reduced; meanwhile, an RS outer code is added before the binary LDPC code is coded so as to resist a burst error caused by a fading channel; and (2) defining a new page type 5 for storing the check bits of the subframe 2 and the subframe 3 in the previous frame after RS coding by using the page type reserved for the subframe 3 by using the B-CNAV1 message.
