The fuel gas may contain hydrogen (for example, 10 mol% or more) and carbon monoxide as main components. Hydrogen has a small specific gravity and viscosity, and a high diffusion coefficient. In addition, hydrogen has good ignitability and combustibility at low temperatures. Furthermore, hydrogen has a high combustion rate. Combustion of hydrogen produces water. The carbon monoxide reducing part reduces the amount of carbon monoxide contained in the fuel gas to purify the fuel gas before the fuel gas is supplied to the catalytic combustion part. Through the above operation, the ignitability in the catalytic combustion part can be improved.
