The disc is connected with a rotation shaft controlled by the motor. A fluid storage tank, a pump, a heating element, the electric regulation valve and a refrigerator are connected to form a loop. A control unit is connected with two temperature sensors in the fluid storage tank and the refrigerator and the motor of the electric regulation valve. The control method is that: the control unit opens or closes the first outlet as well as the flow channel with same proportion according to the rotation of fluid temperature control regulation valve disc in the fluid storage tank, and changes the proportion of cold and hot fluid entering the fluid storage tank so as to regulate the temperature. The control unit controls the startup and stopping of the refrigerator according to the fluid temperature in the refrigerator, and determines to start up when the shutdown is larger than the safe interval.
