A manufacturing method of the low-resistance charging roller comprises the following steps: mixing the polyurethane, the chain supporter, the chain extender, the static agent and the talcum powder, and melting into a mixed liquid; milling colloid; sievingby a vibration sieve, and degassing through vacuum pumping; putting into a reaction kettle, adding the plasticizer, stirring, then adding the toluene di-isocyanate and the black carbon, vacuumizing,degassing and then pouring; and forming.
