The invention effectively retains granular organic matter at the initial period of raining, reduces the input quantity of the rainwater for the river, and can remove granular organic matter of more than 70% and biologically degrade so as to lower the pollution degree of the initial rainwater on the water quality and the ecology of the urban landscape river.
