The method comprises the following steps: 1, calculating an initial rainwater pollution minimum value; under the control of a pollutant net discharge capacity constraint target, taking gutter inlets at all catchment subareas as discussion objects, sorting the discussion objects according to the production and confluence time of the pollutant concentration in the instantaneous flow ratein a descending order, and then integrating the corresponding instantaneous flow rate until the pollutant net amount contained in the rainwater amount meets the control target of the pollutant net discharge capacity; and (2) calculating an initial rainwater pollution largevalue: under the control of a pollutant net discharge capacity constraint target, controlling the pollutant net discharge capacity of a water outlet to reach the minimum water quantity required to becontrolled under the condition that the requirement is met. The method is a quantitative calculation method for representing the initial rainwater pollution of the urban single rainfall by using therange value, is realized based on the SWMM model, and can scientifically and quantitatively evaluate the initial rainwater pollution water quantity of the urban single rainfall.
