The manufacturing method comprises the following steps of: blending the thermoplastic polyester elastomer and a polyolefin nucleating agent according to the ratio of 500: (0.5-1.5) in parts by weight by using a blender to obtain a blend; extruding and granulating the blend by a twin screw extruder to obtain grains; freezing the grains at a low temperature, crushing the grains into powder; thermally shaping the fabric; coating the powder on the fabric, putting the fabric in an oven at 160-180 DEG C to be processed for 2-5min, cooling and shaping to obtain the product. The invention has the advantages that the TPEE is uniformly crystallized by blending the nucleating agent and the TPEE, the smoothness of the conveyer belt can be ensured when the thickness is small, the original performances of the TPEE are not influenced by the use of the nucleating agent, and unfavorable influence on other performances of the conveyer belt can not be caused while the smoothness of the conveyer belt is ensured.
