The electrothermal membrane has advantages of stable electrothermal function and good flame retardant property. The preparation method comprises the following steps: preparing polyvinyl PTC conductive fibers with carbon black filled type; preparing a high-molecular PTC conductive braid layer; and carrying out calendaring moulding on a first insulating layer, a second insulating layer and the high-molecular PTC conductive braid layer.
