The invention provides a spraying film agent and a preparation method thereof. The spraying film agent comprises a phase A and a phase B, wherein the phase A is uniformly dispersed in the phase B; wherein the phase A is a water-in-oil structure microsphere, and the water-in-oil structure microsphere is formed by wrapping a water-soluble active substance with a surfactant; and the phase B comprises a low-polarity organic solvent and a film-forming agent. On the basis of a reverse micelle technology, a water-soluble active substance is wrapped by a surfactant to form a water-in-oil structure microsphere, in the structure, the hydrophilic end of the surfactant inwards forms a water pool for accommodating the water-soluble active substance, and the hydrophobic end of the surfactant outwards enables the water-soluble active substance to be uniformly dispersed in a low-polarity solvent; therefore, the uniform and stable dispersion of the water-soluble active substance in the low-polarity solvent phase is realized. The contradictions that a traditional water-soluble polymer matrix is slow in film forming and water-soluble active ingredients cannot be stably dispersed in a low-polarity quick-drying solvent are solved.
