The device comprises a bracket, wherein the bracket is provided with an electric solenoid component and a two-stage lever releasing component; the electric solenoid component consists of a deep sea electric solenoid and an electric solenoid plunger; the two-stage lever releasing component consists of a first-stage lever and a second-stage lever; the first-stage lever and the second-stage lever can rotate on a vertical plane around a supporting point on respective bracket; the position of the gravity point of the first-stage lever is restrained by one end of the electric solenoid plunger; the force point of the first-stage lever is the gravity point of the second-stage lever; and the force point of the second-stage lever is a ballast suspension point. The first-stage lever is matched with the second-stage lever to obtain a relatively long resistance arm with a relatively small space, and the release of the ballast is controlled by a small power produced after the electric solenoid is electrified, so that the safety and the reliability are achieved.
