By applying the invention, a system engineer can design the hardware integrated circuit of the intra-frame predicting circuit at higher speed by designing the operator units for expressing hardware logics on the premise of ensuring that a digital high-definition video code is not damaged according to a complete operatorunit library which is sufficient to support and describe a high-level language algorithm.
