A medicine discharge port of an automatic medicine feeding device is connected onto the circulating cooling water pipeline. A water outlet pipeline of the heat exchanger is connected with a water inlet of a cooling tower, a seawater forward osmosis return circuit including a forward osmosis device is connected onto the circulating cooling water pipeline in parallel, and the front end of the circulating cooling water pipeline is connected with a first water inlet of the forward osmosis device through a bypass pipeline, and raw seawater is connected with a second water inlet of the forward osmosis device through a seawater water intaking pipeline, a seawater water intaking pump and a pre-treatment device sequentially.
