The hydro-viscous drive device comprises an input shaft, an output shaft, a driving friction plate, a driven friction plate, a left supporting plate, a right supporting plate, a shell, a sealing component and the like. The hydraulic control system mainly comprises a motor, a double-pump, a proportional spill valve, an electromagnetic reversing valve, a throttling valve, a flowmeter, a filter, a pressure transmitter, an oil tank and the like. The hydro-viscous drive characteristic testing device and the system are implemented according to the operation principle of utilizing shear force of an oil film between the friction plates to transmit power and regulating transmission torque by changing the thickness of the oil film or rotational speed of the motor.
