The device comprises a harmonic current detection unit, a current and voltage control unit, a driving unit and an inverter bridge, which are connected in series, wherein an output end of the inverter bridge is connected with a grid common connecting point; the output end of the inverter bridge is connected with a high-pass filter, and then is connected with the grid common connecting point; the inverter bridge is connected with a protection unit; and the current and voltage control unit and the harmonic current detection unit adopt digital signal processors (DSP). The invention also provides the novel method for controlling the electric energy quality of the power distribution network. According to the device and the method, the electric energy quality can be improved, and the safe and economic operation level of a power system is improved.
