By detecting voltage of an input line of a converter and using the power-on starting control unit, the power-on process of the converter is accurately controlled; the process of the converter from successful powering-on to normal working is controlled by the charging lifting unit and the charging control unit; by quickly lifting voltage, the charging process is guaranteed and the starting slope is increased; by the PWM generation circuit, the converter can be guaranteed to complete the process from successful powering-on to normal working in an extremely short time. In the whole process of powering-on of the converter, by the AC-DC converter control circuit, successful starting and starting speed are guaranteed.
