The device comprises a vapor compression machine, a three-way valve, a heat exchanger and a sludge drying machine, wherein wet and cold sludge enters the sludge drying machine and is preheated and dried by utilizing the high temperature and high pressure gas which is produced by the vapor compression machine and introduced into a hollow tube of a spiral stirring sludge preheating machine; meanwhile, a part of dry and cold air introduced from the bottom of the sludge drying machine enters the heat exchanger to exchange heat with the high temperature gas produced by the vapor compression machine, the produced dry and hot air enters the sludge drying system to further take away the vapor of the wet and hot sludge on multiple conveyor belts; the other part of the dry and cold air is directly used for recovering the surplus heat of the sludge drying. The device disclosed by the invention has the advantages that the energy consumption can be effectively reduced; the system is of vertical type, so that the floor space is small; the quantity of the conveyor belts in the sludge drying system can be multiple, so that the drying efficiency is greatly improved; the stabilization, the reduction, the harmlessness and the recycling of the dried sludge are realized.
