The production method comprises following steps successively: (1) a water phase substance is prepared with distilled water; (2) an organic phase substance is prepared, wherein a cross-linking agent is mixed with a polar monomer, and methylbenzene is added as a pore-foaming agent; (3) resin is prepared, wherein the water phase substance is heated to 30 to 40DEG C, the organic phase substance and di-tert-butyl dicarbonate ester are added with stirring, after mixing an obtained mixture is heated to 90 to 100 DEG C, and is subjected to polymerization for 3 to 4h, mass ratio of the water phase substance to the organic phase substance is controlled to be 20:1 to 20:4, and the weight of di-tert-butyl dicarbonate ester accounts for 0.1 to 1% of the total of the obtained mixture; (4) the pore-foaming agent is removed, wherein an obtained resin is immersed in diethyl ether for 5 to 6, and then is washed with clean water for a plurality of times; and (5) post-processing is carried out, wherein an obtained product is subjected to vacuum drying at a temperature of 60 to 80 DEG C under a vacuum degree of 100Pa.
