The device comprises a vertically arranged steel tube mounted in a dam body. A steel cable is arranged in the steel tube. The steel cable is provided with a plurality of sets of observation units. Each observation unit comprises two water temperature probes. The steel tube is provided with a plurality of observation holes matched with the water temperature probes. The steel tube is fixedly connected onto the inner wall of the dam body through a plurality of equally-spaced brackets arranged at an equal interval. The top of the steel tube is provided with a driven pulley. The steel cable comes round the driven pulley to be wrapped around a driving pulley at the top of the dam body. The device is stable in structure, strong in durability, high in accuracy, strong in reliability and wide in application range, which is not easily affected by the water flowing / drifting condition.
