The under-sealed layer comprises a glass fiber reinforced material and modified emulsified bitumen, wherein the glass fiber reinforced material and the modified emulsified bitumen are uniformly distributed on the surface of a laid pavement, a ratio of the usage amount of the modified emulsified bitumen to the surface area of the laid pavement is no less than 1 kg / m2, and a ratio of the usage amount of the glass fiber reinforced material to the surface area of the laid pavement is no less than 60 g / m2. The novel crack-resistant waterproof under-sealed layer has good bonding force with an original pavement, high interlaminar shear strength and pull strength, good antiseepage performance, good anti-crack performance and low cost; and the under-sealed layer can be paved in one shot through a synchronous-fiber-cutting-and-sprinkling bitumen distribution truck, so paving process is simple.
