The device is characterized by comprising a magnetron, vertical drainage steel tubes, water pumping devices, horizontal PVC (polyvinyl chloride) tubes and a vacuum pump; the magnetron is arranged in a soft soil foundation, and is capable of generating a microwave to heat a soil mass; the vertical drainage steel tubes are arranged in the soft soil foundation; a certain number of holes are formed in the surface of each steel tube so as to drain off water; each water pumping device comprises a sliding piston, a check valve, a water pumping tube and a drainage tube; each drainage tube penetrates the tail part of the corresponding vertical drainage steel tube and is connected with the corresponding PVC tube; and the vacuum pump is connected with the other ends of the horizontal PVC tubes.
