The preparation method comprises the following steps: separately cleaning, drying, crushing and mixing the radix angelicae, radix astragali, loofah sponge, saffron, potmarigold calendula flower and root, cucumbers, cactus, radix stemonae, radix angelicae pubescentis and garden balsam stem to obtain a mixture; adding the mixture into an alcohol-aqueous solution to extract, concentrating and evaporating an extracting solution under a vacuum environment; then, adding the modified corn starch to stir, adding residual raw materials, sufficiently stirring, and emulsifying until emulsifiable paste is formed, thereby obtaining the sebum-control and acne-removal facial cleanser.
