The pre-pressing and positioning apparatus comprises a bearing platform, a positioning apparatus, at least one developing ring pre-pressing apparatus and at least one rolling bearing, wherein the positioning apparatus is fixed on the bearing platform, and comprises developing ring positioning marks; each developing ring pre-pressing apparatus comprises a base and a rocking arm assembly; the base is movably supported on the bearing platform; the rocking arm assembly comprises a rocking rod and a pressing column; the rocking rod is connected with the base through the corresponding rolling bearing; the pressing column can move to a position above a chosen developing ring positioning mark under the drive of the base, and then can move to the corresponding developing ring marked by the developing ring positioning mark under the drive of the corresponding rocking rod until the pressing column is in contact with the developing ring of the balloon catheter to pre-press the developing ring of the balloon catheter; and next, the pressing column returns back along the movement trail and is separated from the corresponding developing ring of the balloon catheter.
