The system comprises a pretreatment device, the pyrolyzing furnace, the multistage furnace and a buffer tank, wherein a pyrolyzing raw material outlet of the pretreatment device is connected with a pyrolyzing raw material inlet of the pyrolyzing furnace, a carbon residue outlet of the pyrolyzing furnace is connected with a carbon residue inlet of the multistage furnace, a pyrolyzing gas outlet of the pyrolyzing furnace is connected with a gas inlet of the buffer tank, and a gas outlet of the buffer tank is connected with a fuel gas inlet of a burner. The method is a method for preparing activated carbon by the use of the system. By means of the system and the method for preparing the activated carbon, the problems that dust is heavy and pipelines are blocked in the material pyrolyzing process are solved; energy consumption of the system is low, and the self-sufficiency rate of energy is high; no toxic or harmful gas can be produced.
