Modified titanium dioxide filler, which can improve physical strength, especially tensile strength, of paper and is used for papermaking, and a preparation method and applications of the filler. A preparation method includes the steps of: 1. preparing a TiO2 suspension liquid and ultrasonically dispersing the TiO2 suspension liquid; 2. preparation of nano cellulose modified TiO2 filler: preparing a nano cellulose solution with mass percentage being 5%, magnetically stirring the solution for 30 min, adding dispersed nano cellulose solution to the dispersed TiO2 suspension liquid at 60 DEG C and continuously stirring the mixture to perform a modification reaction for 20-30 min; 3. when the reaction is finished, performing vacuum suction filtration, repeatedly washing the product with anhydrous ethanol, and drying the product at 80 DEG C for 12 h, thus producing the modified titanium dioxide filler.
