The invention relates to hot rolling and tempering bainitic steel, which is prepared from the following ingredients in percentage by weight: 0.31 to 0.41 percent of C, 0.31 to 0.42 percent of Si, 0.65to 0.95 percent of Mn, at most 0.010 percent of P, at most 0.008 percent of S, 0.025 to 0.040 percent of Als, 1.35 to 1.65 percent of Cr and 0.12 to 0.16 percent of Mo. A production method comprisesthe steps of converter smelting; RH vacuum treatment, steel tapping and continuous casting to form blank; casting blank heating; two-stage hot rolling; tempering and heat insulation. The strict control on the parameters in the hot rolling process like the prior art is not needed; after the blank casting, the direct rolling is performed; only after hot rolling and tempering, under the condition ofensuring the hardness to be 28 to 38HRC, the yield strength is greater than or equal to 700MPa; the tensile strength is 952 to 1260MPa; the hardness value fluctuation range of a steel plate in the width direction and the length range from the plate head to the plate tail does not exceed 1HRC; the ingredients are simple; the addition of noble metal is reduced; the production cost can be reduced; the product competitiveness is improved.
